Lowell, Massachusetts, has been officially designated as the first ‘Frontrunner City’ in the United States under the Global Frontrunner Cities Initiative led by the Urban Economy Forum (UEF). This recognition underscores Lowell’s commitment to sustainable, inclusive, and innovation-driven urban development.
The announcement was made on February 7, 2025, at the World Urban Pavilion in Regent Park, Toronto, in the presence of high-level dignitaries, including the Honorable Bob Rae, President of the United Nations Economic and Social Council (ECOSOC). A Memorandum of Understanding was signed between UEF and the City of Lowell, establishing a strategic partnership to operationalize this recognition.
To activate the initiative on the ground, a high-level delegation from the UEF conducted an official mission to Lowell from July 8 to 10, 2025. Community engagement was a core component of the mission, with local NGOs, grassroots organizations, and civil society actors participating in dedicated roundtables to ensure that equity, access, and local interests are central to the frontrunner model.
City Manager Thomas A. Golden, Jr. emphasized Lowell’s readiness to collaborate with the community, universities, and industry to ensure sustainable transformation benefits every corner of the city. This designation not only highlights Lowell’s ongoing efforts but also positions the city as a model for other urban centers aiming for sustainable development.
